CCP has mentioned that they had this feature before, but people abused it by baiting others into salvaging wrecks that the owners had absolutely no intention of salvaging themselves. CCP's standing policy is: if you don't salvage it, everyone else should have the right to salvage it instead.

Rest assured that CCP is working on this problem, and they do recognize it as a problem. I'm sure they'll come up with a solution in the future. And if not, you can look back on this post and laugh at me.

It's a noob profession, but you're right, most people don't treat it as one right now. CCP should look into it, and guess what? They are. o_o

As a reminder, CCP has said matter-of-factly that if they had to choose between:
1) flagging a person for salvaging someone else's wreck, allowing the latter to shoot the former
-or-
2) not flagging a person for salvaging someone else's wreck, thereby protecting the former from the latter...
CCP would choose the 2nd option.
Criminally flagging salvagers is not an option, unless it is implemented in such a way that a person can salvage other people's wrecks without being flagged under certain conditions.
I heard a suggestion for a timer: a person would "own" their wreck for, say, ten minutes, and if they don't salvage it in that time anyone can do so. That's an option.

Reminder: CCP wants to protect a salvager's right to salvage other peoples' wrecks without being flagged. This is a fact. So whatever solution you come up with, realize that CCP won't implement it if it prevents salvagers from salvaging other peoples' wrecks.
